Beth Fukumoto: Hawaii Should Consider Mandatory Voting To Boost Abysmal Turnout

Beth Fukumoto, who served three terms in the Hawaii House of Representatives, makes the case for mandatory voting to improve low voter turnout. The August 11th primary saw a record low turnout of 32.1% and Fukumoto lists compulsory voting as one of the few proved methods for increased voter turnout.
